Kara Cowell is a recent graduate of the University of Minnesota School of Public Health, where she earned her Master of Public Health in Maternal and Child Health.
Her work focuses on menstrual equity, reproductive justice, and the intersection of policy, research and community-led advocacy.
She leads Minnesota’s statewide menstrual equity efforts and co-developed the Minnesota Menstrual Equity Toolkit, which launched in 2025 to support policy, systems and community change.
